Michael Margolin 7327c8de72 linux/efa: Handle missing %kernel_module_package_buildreqs on RHEL 10 
The %kernel_module_package_buildreqs macro is no longer provided by
redhat-rpm-config on RHEL 10. It now requires an explicit install of
kernel-rpm-macros which is not available on all distributions.

Use the macro when it is defined to benefit from future dependency
changes, and fall back to kernel-devel when it is not.
