ad17e5088b source/cpu: detect SST-BF 
Detect of the Intel SST-BF (Speed Select Technology - Base Frequency)
has been enabled.

Adds one new feature label:
  feature.node.kubernetes.io/cpu-power.sst_bf.enabled=true
