To maintain backward compatibility moved the original `findByname` function to `fallbackFindByName` and created a new `findByName` function that uses the `GetParametersByPathWithContext` API call. In function `findByName`, if we receive an `AccessDeniedException` when calling GetParametersByPathWithContext `return pm.fallbackFindByName(ctx, ref)`.
